Chair of the Board

Maureen Armstrong

Toronto

Maureen Armstrong of Toronto, has been appointed as the new Chair of Ontario's Criminal Injuries Compensation Board, effective August 21, 2008. In her 13-year legal career, Armstrong has focused on transforming social justice organizations to meet public needs and expectations. Most recently, she was vice-president of Central and Eastern Region at Legal Aid Ontario working to re-design legal aid service delivery for low-income Ontarians. She has extensive experience addressing the needs of victims looking for timely resolution of disputes having worked many years with the Canadian Human Rights Commission. Her leadership helped the Commission reduce the time taken to complete human rights complaints by more than half. Armstrong received her Bachelor of Laws Degree from Queen's University in 1992, and was called to the Bar in 1995. She is a member of the Association of Professional Executives of the Public Service of Canada and received a post-graduate degree in human rights law from the Instituto de Derechos Humanos at Complutense University in Madrid, Spain in 1999.

Paula Klein

Paula Klein of Toronto was reappointed to the Board in 2004, having served as a Board Member previously from 1993 to 1999. Ms. Klein has a Bachelor of Science degree in Education, and received her Master of Social Work in 1986. She spent her early career working with and on behalf of female victims of violence at various Toronto agencies. She has provided public education and professional development programs throughout southern Ontario on issues relating to violence against women, professional ethics, and professional boundaries. Since 2000, Ms. Klein has been a Member of the Discipline Committee of the Ontario College of Social Workers and Social Service Workers. She continues to work as a consultant and has a private psychotherapy practice, providing service to couples and individuals.

Anne Stanfield

Ottawa
November 1, 1973 - Open-ended

Anne Stanfield of Ottawa, was appointed to the Board in 1973, and has served as a part-time Vice Chair of the Board since 1978. Ms. Stanfield graduated from the University of Toronto in 1952, and later attended the University of Toronto Faculty of Education. She was a secondary school teacher with the North York Board of Education until 1978, when she moved to Ottawa. Ms. Stanfield has served as a member and director of a number of community and educational research organizations and was a founding President of the Sunnybrook Hospital Volunteer Association. Ms. Stanfield has been the primary trainer for new CICB Board Members for many years.

Maria Tassou

Richmond Hill
May 27, 2009 – May 26, 2011 (Part-time)

Maria Tassou of Richmond Hill, was called to the Bar in Ontario in February 1998 and has practiced law as a civil litigation lawyer for over ten years with Pallett, Valo. Ms. Tassou received her law degree from Osgoode Hall Law School in 1996. While she attended law school, she participated in the Criminal Intensive Program. She attended the University of Toronto for her undergraduate studies and was enrolled in the Specialist of Commerce/Management program for three years. During her undergraduate studies, she received the Brian David Radford Memorial Scholarship in Management.

George Berrigan

North Bay

George Berrigan of North Bay is a past Chief of Police of the North Bay Police Service. His 32-year police career included time with the North Bay and Toronto Police Services. His community volunteer activities include past Treasurer of North Bay’s soup kitchen and Chair of the North Bay Humane Society. During his police tenure he forged strong working relationships with victim advocates groups.

Marion Boyd

London
October 8, 1999 - October 7, 2009

Marion Boyd of London, graduated from York University in 1968 with degrees in English and History. She worked in a variety of capacities in London and eventually became the Executive Director of the Battered Women’s Advocacy Centre in 1984, where she remained for six years. Ms. Boyd was the elected Member of Provincial Parliament for London Centre from 1990 - 1999. During that time she served as Minister of Education, Minister of Community and Social Services, and, in 1993, Ms. Boyd became the first woman to be appointed Attorney General for the Province of Ontario. She also held the additional responsibility as Minister Responsible for Women’s Issues between 1991-1995.

John Brothers

Kitchener

John Brothers of Kitchener, Ontario, is a graduate of the Faculty of Social Work (M.S.W.) and of the School of Business Administration (M.B.A.) at the Wilfrid Laurier University. He is also a Registered Social Worker (R.S.W.). He has a broadly based social work career, complemented by in depth experience in clinical, administrative, academic and tribunal positions. Mr. Brothers has served as the Director of Social Work at Homewood Health Centre, Guelph, Ontario, has been on the teaching faculty at the University of Guelph and Wilfrid Laurier University. He also held positions at the Ontario Review Board and National Parole Board.

Emily Crocco

Ottawa
December 3, 2008 - December 2, 2010

Emily Crocco of Ottawa, was previously employed as legal counsel for the Security Intelligence Review Committee and for the Commission for Public Complaints against the R.C.M.P. Ms. Crocco also worked as a Senior Grievance Officer at the Canadian Forces Grievance Board.

Max Dokuchie

Ottawa
June 1, 2005 - May 31, 2013

Max Dokuchie is a member of the Key First Nation in Saskatchewan, whose First Nation is signatory to Treaty #4. Mr. Dokuchie has extensive experience in the area of Aboriginal and Treaty Rights in addition to the expertise he has gained as a lawyer focusing in this area. He worked with First Nations and Aboriginal organizations to secure funding and technical and project support throughout University. Prior to beginning his legal practice Mr. Dokuchie worked as a Senior Policy Analyst at the Department of Indian Affairs in the Lands Directorate. Mr. Dokuchie’s legal practice is primarily dedicated to the protection and recognition of Aboriginal and Treaty Rights including First Nations taxation rights, lands management, economic and infrastructure development. Mr. Dokuchie has also been a guest lecturer at the University of Ottawa, Faculty of Law where he lectured on First Nations taxation and economic development. Mr. Dokuchie is also a Co-Chair of the First Nations Advisory Committee to the Canada Revenue Agency, which provides advice and recommendations to the Minister of Revenue on Agency policy and initiatives that affect First Nations people.

Mr. Dokuchie has also participated in numerous endurance events that include the marathon and the Ironman.

Roderick Flynn

Toronto

Roderick Flynn of Toronto, is a partner with the law firm Evenson, Bundgard, Flynn. He was called to the Ontario Bar in 1992 and was the former Chair of the Education Law Section of the Ontario Bar Association (OBA), as well as the OBA’s former “Chair of Sections”. Mr. Flynn is also the author of the book “An Educator’s Guide to Employment Law” and co-author of the book “Children’s Law Handbook” (with Justice Marvin Zuker and Randolph C. Hammond). He is the editor of the National Education Law quarterly CAPSLE Comments. Mr. Flynn is also on the Board of Directors of Massey Centre, a non-profit agency that provides housing and resources for pregnant teens, young single mothers and their babies.

Bruce Goulet

North Bay

Bruce Goulet of North Bay, served as a Board Member at the Criminal Injuries Compensation Board from 1999 to 2004 and the Social Assistance Review Board from 1992 to 1998. Mr. Goulet also served as Alderman, Deputy-Mayor and Mayor in the City of North Bay. At one time, he owned a very successful office furniture and stationary outlet in North Bay. Following the sale of his business, he became very active in civic affairs, and served on North Bay City Council and Chamber of Commerce. Mr. Goulet provided leadership for a major development project that resulted in the reclamation and revitalization of abandoned railway lines at the City Centre on Lake Nipissing. It is now a major centre for recreational activities as well as a regional tourist attraction.

Gemma Harmison

Barrie

Gemma Harmison of Barrie, has over seven years experience with the Board, having served in both adjudicative and administrative capacities. First appointed to the Board as a Board Member in September 1997, Ms. Harmison fulfilled two terms in that capacity ending in September 2003. From February 2004 until June 2005, she held the position of Executive Assistant to the Chair of the Board. Ms. Harmison obtained an Honours Degree in Law from Carleton University in 1996. From 1995 until 1997, she worked for a non-profit victims’ organization, providing support and services to victims of violent crime. Ms. Harmison has made presentations and appeared as a guest lecturer on issues related to victimization at post-secondary institutions, community organizations, and police services. Ms. Harmison has also worked for the Ministry of the Attorney General, Court Services Division, and presently works for a lawyer practicing in the field of family law.

Jo-Anne Hughes

Kitchener

Jo-Anne Hughes of Kitchener, Ontario, is co-founder and Program Director for the Child Witness Centre supporting the Region of Waterloo, Guelph-Wellington and Brant County. Over the past 17 years, Ms. Hughes has provided court preparation and support services to child victims, witnesses and their families. Ms. Hughes has volunteered with Waterloo Minor Hockey, the K-W Skating Club and Community Justice Initiatives. In 2007, Ms. Hughes received the Attorney General's Victim Services Award of Distinction for outstanding services to victims of crime. Ms. Hughes has done several presentations on the topics of child abuse, and children dealing with the justice system.

Kirsten Kurzuk

Amherstburg
December 3, 2008 - December 2, 2010

Kirsten Kurzuk has immigrated to Canada from Berlin, Germany, where she was an undercover Police Inspector with the Berlin Municipal Police Force. She then became an entrepreneur in the retail business for women's fashion. She also served as Member and Chair of the Amherstburg Police Service Board.Her community involvement included serving as a Member of the Amherstburg Chamber of Commerce, as well as presently serving as a Director of the Multicultural Council in Windsor.

William Liber

Toronto
March 11, 2009 - March 10, 2012

William Liber of Toronto, was appointed to the Board in March of 1996. He was appointed Vice Chair on a part-time basis in December 1997 and on a full-time basis in October 1998. Mr. Liber served as Acting Chair from June 1998 until September 1998. He is a graduate of the University of Toronto and Osgoode Hall Law School. Mr. Liber practiced law with Gardiner, Roberts in Toronto. He served as a Trustee and President of the County of York Law Association, on the Planning Board of the City of Etobicoke, and on the Board of Management of the O’Keefe Centre for the Performing Arts.

Ronaq Massey

Mississauga

Ronaq Massey of Mississauga received her Bachelor of Arts in 1976 and her M.A. in Social Work in 1978 from the University of Punjab in Pakistan. She served as the Director of Social Welfare Projects National Council of Churches in Pakistan. Her publications include “The Role of Women in Decision-making in Islamic Society”.

Willson McTavish

Mississauga
February 2, 2007 - February 2, 2012

Willson McTavish of Mississauga, graduated from Osgoode Hall Law School in 1962, and practiced law within various firms until 1984, when he was appointed Official Guardian for the Province of Ontario. He also served as the Children’s Lawyer responsible to the Attorney General for the delivery of legal services on behalf of children before the courts and tribunals of Ontario. He has written numerous articles for publication and has lectured at many national and international conferences relating to his work as Children’s Lawyer. Over the years, Mr. McTavish has served on several Boards of Directors for various arts and social service organizations in Mississauga.

Virginia Morra

Mississauga
June 6, 2009 – June 5, 2012

Virginia Morra of Mississauga, holds an honours Bachelor of Arts and Sociology degree, with a major on Women’s Studies, from the University of Toronto. She has completed course work for a Master of Arts at the University of Windsor. She worked in several capacities at Interim Place, a shelter for battered women and children in the Region of Peel, as Director of the Peel Committee Against Women Abuse, and as Senior Director at Victim Services of Peel. She has taught at the Ontario Police College and assisted in the design and implementation of the family violence curriculum. She participated as a facilitator in a group involving male batterers. Ms. Morra has written numerous discussion papers on violence against women, and has extensive experience in fundraising, public education and awareness. She is fluent in English, French and Italian.

Stanley Newman

Stanley Newman of Toronto, has 21 years experience in the Criminal Justice System. He has six years experience as a Federal Corrections Psychologist as well as an academic background in the field of psychology. In addition, he has 15 years experience as a member of different quasi-judicial administrative tribunals.

Bonnie Pelletier-Maracle

Tyendinaga

Bonnie Pelletier-Maracle of Tyendinaga Territory, newly appointed as a board member in 2008, received her LL.B from the University of Western Ontario and was called to the bar in 1998. Since 2000 she has worked as a sole practitioner in the areas of Aboriginal law, Family law, Civil Litigation and Taxation. She is also certified in Alternative Dispute Resolution and provides mediation services for Family Law clients. Ms. Maracle spent her early career working as a Registered Nurse in Thunder Bay and remains licensed with the College of Nurses of Ontario. In addition she is a member of the Consent and Capacity Board with the Ministry of Health and Long Term Care. She is currently serving as an adjudicator for Indian Residential Schools Adjudication Secretariat. Ms. Maracle has served as a volunteer member with the Ontario Trillium Foundation since 2005 and has been recently reappointed. She has also worked in the areas of Lands Management for the Department of Indian Affairs, Treaty Research, Legal advisor and Instructor for several First Nations in Ontario.

John R. Radmore

John R. Radmore of Manotick is a Senior Investigator and Manager in the law enforcement environment. He has extensive background in investigation, mediation, report preparation and problem-solving. He worked with the Ottawa Police Service as a Background Investigator, responsible for investigating the background of police candidates for the hiring process. He also worked as an instructor in the Police Foundations Program at the Algonquin College. He held several positions with the Ottawa-Police/Ottawa Carleton Regional Police Service between 1975 to 2001. Mr. Radmore is a graduate of Cegep College with a degree in Social Sciences, Ontario Police College and Canadian Police College.

Kabir Ravindra

Kabir Ravindra of Toronto is a graduate of McGill University’s National Law Program (LL.B and BCL). He earned a reputation for fairness over a number of years practicing personal injury and insurance litigation at a large Bay Street law firm, where he was also very involved in student recruitment and training. Before that, he was active in the international development field, where his volunteer activities included agricultural and water-use development projects in Uruguay and Senegal.

Sharon A. Saunders

Guelph

Sharon A. Saunders of Guelph received her Bachelor of Applied Science degree from the University of Guelph and her Volunteer Management Certificate from Conestoga College in Kitchener. She has been involved in victim issues, often acting in a volunteer capacity, for many years. Ms. Saunders developed and implemented the first police-partnered victim services program in Wellington County as Chair of the Planning/Advisory Committee and Board President, assisted with a community crisis and support line as a Program Manager, co-founded a community education initiative, and worked for two supervised access programs in Guelph and Hamilton. In addition, she has considerable experience in dealing with mental health and crisis intervention issues, including acting as a trainer for a number of community groups on crisis intervention and suicide prevention.

Al Spadaccini

Ottawa

Al Spadaccini of Ottawa was a member of the Nepean and Ottawa Police Service between 1975 and 2006 when he retired as a Staff Sergeant. During his policing career, Mr. Spadaccini worked extensively in the field of criminal investigations and he managed teams of police investigators in several specialized fields. Mr. Spadaccini was educated at Carleton University and Algonquin College in Ottawa. He has also completed a wide assortment of training courses at the Ontario and Canadian Police Colleges as well as the Ontario Provincial Police Academy. He has lectured extensively to police, members of the Ontario Bar, and the community groups on a wide range of topics that include investigative techniques, victim/witness issues, ethics in policing, and stress management for undercover police officers.

Linda Spears

Toronto

Linda Spears of Toronto, graduated from the University of Western Ontario in 1975 and spent 30 years working in the justice sector of the Ontario Public Service. The first half of her career was spent in a variety of roles in community corrections. She then served as Special Advisor to the Deputy Solicitor General and Deputy Minister of Correctional Services on Workplace Discrimination and Harassment Prevention for four years. This was followed by a secondment to the United Way of Greater Toronto in 1998. After her return, she managed a number of projects and programs related to services for victims of crime in Ontario including the response to the May/Iles Inquest on domestic violence and the management of the Victim Services Unit for the Ministry of the Solicitor General and Correctional Services; and the development of the Ontario Victim Services Secretariat at the Ministry of the Attorney General. Over the years, she has served on a number of community committees and boards.

Dawn Sullivan

Ottawa

Dawn Sullivan of Ottawa, graduated from Southwest Texas State University (Texas State University) with a degree in Political Science. She worked for the Office of the Governor and Attorney General in Texas managing grant funded programs serving victims of violent crime, family violence and sexual assault. Ms. Sullivan also served on the Ontario Parole and Earned Release Board.

Leni Untinen

Thunder Bay
February 7, 2007 - February 6, 2012

Leni Untinen of Thunder Bay has worked for twenty-eight years for the Northwestern Ontario Women’s Decade Council as a Coordinator and is responsible for the day-to-day administration and operation of the Council office and coordination of Council’s projects. Ms. Untinen was was awarded a Degree of Doctor of Social Work, Honoris Causa from Lakehead University in May 1996. She has a broad range of community service and a long history of working on social justice issues as an educator and advocate for victims of violence including recently as a public educator for the Elizabeth Fry Society of Northwestern Ontario. Ms. Untinen is also the author of various publications, articles and videotapes on issues related to family violence and violence against women.

Dawn Wickett

North Bay
June 6, 2009 – June 5, 2012

Dawn Wickett of North Bay graduated from the Canadore College of Applied Arts and Technology with a Social Service Worker Diploma in 1994. Most recently, she was employed with Algonquin Child and Family Services in the School of Mental Health Program, providing mental health intervention to youths within the school setting. She was employed as a Crisis Intervention Worker at the North Bay General Hospital. Ms. Wickett has extensive training in Trauma, Cognitive Behaviour Therapy, Disruptive Behaviour Disorders, Domestic Violence, Victim Issues/Treatment/Intervention, Management, and Developmental Assets (Strength Based Approaches to Treatment and Intervention. She currently serves as a Board Member at the Community Resource Team for the WrapAround Program in North Bay.
